Op maandag 28 januari 2008 start de “Single Euro Payments Area”. In Nederland en in de andere eurolanden. Geleidelijk ontstaat één grote Europese betaalmarkt waar tussen binnen- en buitenlandse betalingen geen verschil bestaat- meldt in haar nieuwsbericht de Nederlandse Vereniging van Banken.

Wat is S€PA?

De totstandkoming van de Single Euro Payments Area (SEPA) is een belangrijke stap voor de vorming van een geïntegreerde Europese betaalmarkt, als logisch en noodzakelijk onderdeel van de Economische en Monetaire Unie (EMU) en de Europese interne markt. Nu is de betaalmarkt in Europa met haar vele (vooral nationale) systemen en producten nog sterk gefragmenteerd.

Mede daardoor functioneert zij in de ogen van de Europese Commissie en het Europees Stelsel van Centrale Banken nog onvoldoende voor het betalingsverkeer van consumenten en bedrijven in Europa. Het doel van SEPA is om in Europa één ‘betaalruimte’ te creëren waarin eurobetalingen credit transfer (SCT) (giro of overschrijving), direct debit (SDD) (incasso / domicilieringen) en betaalkaarten overal op vergelijkbare wijze zullen functioneren, zowel binnenlands als grensoverschrijdend.

The Single Euro Payments Area (SEPA) initiative for the European financial infrastructure involves the creation of a zone for the Euro in which all electronic payments are considered domestic, and where a difference between national and intra-European cross border payments does not exist.

The project aims to improve the efficiency of cross border payments and turn the fragmented national markets for Euro payments into a single domestic one: SEPA will enable customers to make cashless Euro payments to anyone located anywhere in the area using only a single bank account and a single set of payment instruments.

The project includes the development of common financial instruments, standards, procedures, and infrastructure to enable economies of scale. This should in turn reduce the overall cost to the European economy of moving capital around the region (estimated today as 2%-3% of total GDP).
